			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>Daca debutul programului &#8220;Prima Casa&#8221; a adus cu sine scumpirea apartamentelor vechi, in aceasta perioada imobilele vechi au inceput sa isi reia scaderea. Daca in perioada iunie-septembrie locuintele s-au scumpit considerabil, din octombrie au aparut si primele scaderi, arata un studiu Imopedia. In prezent, sumele cerute pentru ultimele locuinte scoase la vanzare sunt cu pana la 12% mai mici fata de luna august. &#8220;Trendul descendent al preturilor locuintelor din Bucuresti pare de neoprit, resimtindu-se o accelerare a ritmului de ieftinire in luna octombrie, comparativ cu luna septembrie&#8221;, sustine specialistul Razvan Muntean, citat de Evenimentul Zilei. Raportat la inceputul anului, preturile actuale au scazut in medie cu 30%. De exemplu, un apartament de doua camere din cartierul bucurestean Dristor era in luna ianuarie 72.000 euro, in luna mai scazand la 55.800 euro, cu aproape 30%, in iulie, odata cu lansarea programulu crescand la 63.000 euro, iar in prezent fiind sub plafonul de 60.000 de euro. Si garsonierele din Berceni s-au ieftinit in ultima luna si jumatate cu aproape 12%, avand in prezent un pret mediu de 37.200 euro.</p>

&#8220;Clientii nostri care au avut curajul sa se aventureze mai departe de DN5, chiar in camp, acolo unde zvonurile spun ca se va instala aeroportul, au cumparat cu 1-6 euro/mp, insa suprafetele tranzactionate sunt foarte mari, de minim 1 hectar.</p>
<p><strong>Multi cumparatori de terenuri agricole si-au concentrat achizitiile exact acolo unde s-a vehiculat amplasamentul aeroportului: tarlalele 67, 69</strong>&#8220;, arata intr-un comunicat reprezentantii EuroMetropola.</p>
<p>Potrivit acestora, <strong>Popesti Leordeni, Bragadiru, Mihailesti, Adunatii Copanceni au fost zonele in care s-a prefigurat pe rand, in ultimii 2 ani, constructia unui nou aeroport, cel din urma anuntandu-se in luna februarie a acestui an. </strong></p>
<p>Reconsiderarea vechilor proiecte comuniste, precum aeroportul si canalul Bucuresti-Dunare si, mai nou, viitoarea linie de centura, au constituit suficiente motive pentru ca proprietarii de terenuri din zona sa ridice preturile, mai ales ca <strong>sudul este zona cea mai putin exploatata din punct de vedere imobiliar, aici gasindu-se printre cele mai ieftine terenuri. </strong></p>
<p>Desi aceste proiecte sunt doar la nivel de declaratie, investitorii se gandesc deja la potentialul de crestere al terenurilor cumparate la inceput de an cu cativa centi.</p>
<p>&#8220;In Adunatii Copaceni, localitate in care cei mai multi dau drept sigura locatia viitorului aeroport, <strong>cele mai scumpe sunt loturile de case cu suprafete mici 500-1.500 mp, care acum se vand cu 25-50 euro/mp, in timp ce la inceput de an nu depaseau 25 euro/mp.</strong> Diferenta a fost data de proiectele rezidentiale care s-au anuntat in zona, care se vor intinde pe cateva hectare&#8221;, afirma consultantii EuroMetropola.</p>
<p>Acestia sustin ca batalia cea mare se da pentru terenurile cu deschidere la DN5, situate intre Adunatii Copaceni si Calugareni, unde pentru cele din intravilan se cer 70-80 euro/mp, pe cand pentru cele din extravilan, pretul cerut de proprietar este de 15-25 euro/mp.</p>
<p>&#8220;Sudul atrage in primul rand prin pret, dar si prin suprafetele mari comasate integral si disponibile pentru vanzare&#8221;, specifica cei de la EuroMetropola.</p>
<p><strong>Paradoxal sau nu, cea mai scumpa zona din sud nu este cea in care s-au anuntat proiectele de infrastructura, ci cea mai apropiata de Bucuresti, respectiv comuna Berceni</strong>, care se afla la numai 400 m de ultima statie de metrou din tronsonul Pipera- Depoul IMGB.</p>
<p>Aici preturile se situeaza intre 100 si 400 euro/mp pentru terenurile din intravilan si 80-200 pentru cele din extravilan. Cu toate acestea, desi detine recordul la preturi, Berceniul nu se poate lauda cu proiecte rezidentiale notabile, exceptand constructiile in regie proprie, conchide sursa citata.</p></div>

<p>Spre deosebire de <strong>BREI-N</strong>, indicele <strong>BREI-Vechi</strong>, care arata evolutia preturilor la apartementele vechi din Bucuresti a scazut in luna septembrie cu 5% fata de luna anterioara, la 1.665 euro/luna, existand si zone unde scaderea s-a situat la 13% (sectorul 1).</p>

Preţurile tot mai mari, care în unele cazuri au crescut cu până la 700% în decursul ultimilor 3 ani, i-a oprit pe dezvoltatori. Aceştia analizează acum cu mai multă atenţie plasamentele pe care le-au gândit pentru piaţa locală.</p>
<p>         Investiţiile imobiliare în zona de est a Bucureştiului nu mai sunt la fel de rentabile ca în trecut, cu toate că preţurile terenurilor au stagnat în ultimele luni. Totuşi, costurile pământurilor se menţin la cote suficient de ridicate pentru ai face de investitori să gândescă de două ori fiecare pas pe care doresc să îl facă pe piaţa locală. Potrivit studiilor DTZ Echinox, în Pantelimon, Colentina şi Titan, preţurile terenurilor au crescut în ultimii 3 ani cu până la 700%.</p>
<p>         Deşi în est există numeroase plaforme industriale ce pot fi transformate în diferite tipuri de proiecte imobiliare, reconversia lor a devenit tot mai dificilă. Demotivarea developerilor se ecplică şi prin costurile tot mai mari ale materialelor de construcţie. Potrivit Patronatului Societăţilor din Construcţii, fierul beton s-a apreciat în ultimele luni cu 100%, iar cimentul cu 10%. </p>
<p>         Nici băncile nu mai sunt la fel de darnice cu banii lor.</p>

Daca sunt stalpi pe drumul la care are acces terenul si sunt de tensiune medie, este necesara montarea unui transformator electric care poate fi folosit de un numar redus de utilizatori, iar costul acestuia este foarte mare (aproximativ 80.000 RON).

<li>Certificatul de urbanism este actul de informare prin care autoritatile competente, în conformitate cu prevederile planurilor urbanistice si ale regulamentelor aferente acestora ori ale planurilor de amenajare a teritoriului, dupa caz, avizate si aprobate potrivit legii, fac cunoscute solicitantului elementele privind regimul juridic, economic si tehnic al terenurilor si constructiilor existente la data solicitarii si stabilesc cerintele urbanistice care urmeaza sa fie îndeplinite în functie de specificul amplasamentului, precum si lista cuprinzând avizele si acordurile legale, necesare în vederea autorizarii.</li>
<li>Certificatul de urbanism se emite de autoritatile competente, abilitate sa autorizeze lucrarile de constructii, si se elibereaza solicitantului în termen de cel mult 30 de zile de la data înregistrarii cererii, mentionându-se în mod obligatoriu scopul emiterii acestuia.</li>
<li>În vederea eliberarii certificatului de urbanism solicitantul &#8211; orice persoana fizica sau juridica interesata &#8211; se va adresa autoritatilor competente cu o cerere care va cuprinde atât elementele de identificare a imobilului pentru care se solicita certificatul de urbanism, cât si elementele care definesc scopul solicitarii.</li>
<li>Certificatul de urbanism nu confera dreptul de a executa lucrari de constructii.</li>
